Who operates 1xBet and which licence it holds
The international site 1xbet.com is run by Caecus N.V., a Curaçao company with registration number 163779. The Curaçao Gaming Authority (CGA) publishes a certificate showing licence OGL/2024/1262/0493 for games of chance, linked to the 1xbet.com domain. In the CGA’s online licence register dated 21 September 2026, Caecus N.V. is listed as a B2C licensee with no expiry date (“Indefinite”).
A Curaçao licence lets the company operate from Curaçao. It does not authorise it to take bets in countries that require their own licence, and it gives you no access to a local complaints body or self-exclusion scheme. 1xBet’s own history shows this: it got a separate, locally held licence to enter Brazil. In 2019 the UK Gambling Commission revoked the licence it held in Great Britain, according to public records on the company.
The law in each country
India
The Promotion and Regulation of Online Gaming Act, 2025 received presidential assent on 22 August 2025. It bans “online money games”, meaning any game where users stake money expecting a money return, whether it involves skill or chance. It also bans advertising these games and processing payments for them. According to PRS Legislative Research, the penalties are:
- Offering online money games: up to 3 years’ imprisonment and/or a fine of up to ₹1 crore.
- Advertising them: up to 2 years and/or up to ₹50 lakh.
- Facilitating payments: up to 3 years and/or up to ₹1 crore.
The Act also lets the central government block access to such services. There is no licence an offshore bookmaker such as 1xBet could obtain for real-money betting in India. Implementing rules were notified in April 2026, and challenges to the Act are before the Supreme Court. Until the Court rules, the ban applies.
Philippines
Gambling in the Philippines is licensed and regulated by PAGCOR, the Philippine Amusement and Gaming Corporation. Offshore gaming operators (POGOs) were ordered to shut down by the end of 2024. Online betting by Filipino residents is lawful only on platforms PAGCOR has licensed. We found no PAGCOR licence for 1xBet. PAGCOR’s licensee lists are not available in a searchable form we could access, so check any site directly with PAGCOR before you play.
Mongolia
Mongolia does not issue licences for online casinos or sports betting, and we found no Mongolian authorisation for 1xBet. A foreign licence does not create a legal right to offer betting to people in Mongolia.
