Is Paripesa Legal in India, Malaysia and the Philippines? 2026

Quick answer

No, in all three countries. Paripesa is licensed only in Curaçao. India bans online money games outright under its 2025 Online Gaming Act. Malaysia does not license online casinos or online betting. In the Philippines, gambling must be authorised by PAGCOR, and we found no PAGCOR licence for Paripesa.

Country Local licence? Status Regulator
India No (none available) Illegal – online money games banned (2025 Act) Central Government under the 2025 Act
Malaysia No (none available online) Illegal – no online gambling licences Ministry of Finance / Royal Malaysia Police (enforcement)
Philippines No Not authorised – no PAGCOR licence found PAGCOR

Who operates Paripesa and which licence it holds

The certificate published by the Curaçao Gaming Authority (CGA) names Optim Development B.V. as the licensee for the domain paripesa.com. The company is registered in Curaçao under company number 154511. Its CGA licence number is OGL/2024/225/0601, granted on 16 January 2025, and it permits the company to “offer games of chance” under Curaçao’s National Ordinance on Games of Chance. When we checked, the status was “Active”.

Two points matter for Asian players:

  • The certificate covers paripesa.com. Regional versions, mirrors and apps using the Paripesa name are covered only if the CGA certificate shown on that exact domain lists it.
  • A Curaçao licence does not override local law. Paripesa’s own domains are already on official blacklists in Europe. For example, paripesa.com is on the Bulgarian tax authority’s list of unlicensed gambling sites, and Poland’s Ministry of Finance register lists 38 Paripesa domains.

How to check it yourself: click the CGA seal in the site footer. A genuine seal opens a certificate on cert.cga.cw showing the company, licence number, status and exact domain. The CGA also lists licensees at portal.gamingcontrolcuracao.org.

The law in India, Malaysia and the Philippines

India

The Promotion and Regulation of Online Gaming Act, 2025, passed in August 2025, bans offering or aiding online money games, whether they are based on skill or chance. According to PRS Legislative Research, penalties are up to 3 years’ imprisonment and/or ₹1 crore for offering such games, up to 2 years and/or ₹50 lakh for advertising them, and up to 3 years and/or ₹1 crore for facilitating payments. Online casino games and sports betting for money fall within this ban, so no licence is available to Paripesa or anyone else.

Malaysia

Malaysian law does not provide any licence for online casinos or online sports betting. Legal gambling is limited to land-based activities run by licensed operators, such as the Genting casino, and licensed number-forecast and lottery operators. The main laws are the Common Gaming Houses Act 1953 and the Betting Act 1953. Any offshore site offering casino games or betting to Malaysians is operating without authorisation.

Philippines

The Philippine Amusement and Gaming Corporation (PAGCOR) both runs casinos and licenses private gaming operators, including online gaming aimed at players in the Philippines. Illegal gambling is punished under Presidential Decree 1602, as amended by Republic Act 9287. In 2024 the government also ordered offshore gaming operators (POGOs) to shut down by the end of that year. Paripesa’s only displayed licence is from Curaçao, and we found no record of a PAGCOR licence, so it should be treated as not authorised to take Filipino players.

Blocklists: none of the three countries publishes a searchable public list of blocked gambling domains that we could consult. We therefore could not confirm whether specific Paripesa domains are blocked there, and we do not claim that they are.

What this means for players

  • No local dispute resolution. No Indian, Malaysian or Philippine authority will handle a complaint against Paripesa. The only route is the Curaçao Gaming Authority’s complaints procedure.
  • No local player protection. Local self-exclusion schemes and responsible-gambling rules do not apply to an unlicensed offshore site.
  • Payment risk. In India, facilitating payments for online money games is itself an offence, so banks and UPI apps are expected to block them. In all three countries, deposits and withdrawals may fail or pass through unknown agents, and funds can be lost.
  • Player liability. The PRS summary of India’s 2025 Act does not list an offence for individual players. We have not verified how Malaysian and Philippine illegal-gambling laws are applied to individual players of offshore sites, so we make no claim either way. Ask a local lawyer if you need certainty.
  • Fake apps and mirrors. Paripesa-branded apps and “agent” accounts shared on social media may not be run by the licensed company at all.

How to check any gambling site yourself

  1. First ask whether the product is legal in your country at all. Real-money online casino and betting are banned in India, and not licensed online in Malaysia.
  2. Philippines: check whether the operator appears among PAGCOR’s licensed operators on pagcor.ph.
  3. For any foreign licence, click the seal and confirm that it opens the regulator’s own website (cert.cga.cw for Curaçao) and lists the exact domain.
  4. Compare the company name and domain, not only the brand name.
  5. Do not install gambling APK files from links on Telegram, WhatsApp or social media.

Licensed alternatives

We do not review any operator for these three markets. In India and Malaysia there is no licensed online casino or betting option to recommend. In the Philippines, use only operators licensed by PAGCOR – see the official information on pagcor.ph.

How we checked

This article is based on desk research carried out in September 2026. We checked the Curaçao Gaming Authority certificate for paripesa.com (cert.cga.cw), PRS Legislative Research’s summary of India’s 2025 online gaming law, and public reference material on Philippine gambling law. We also searched Poland’s Ministry of Finance domain register and Bulgaria’s NRA blacklist for Paripesa domains. Our statements on Malaysian law are based on general legal sources and were not checked against an official register. We did not open an account with Paripesa or deposit money.
