Quick answer
No. Pakistani law prohibits gambling and has no system for licensing online betting or casino sites, so no foreign operator can lawfully offer real-money betting to people in Pakistan. Mostbet has no Pakistani authorisation. We also could not confirm which company currently operates Mostbet or which licence it holds.
| Country | Local licence? | Status | Regulator |

Who operates Mostbet and which licence it holds
Mostbet is an international betting and casino brand. Its main site points visitors to separate country versions, including versions for Pakistan, Brazil and Portugal. We tried to check the operating company and licence number on the site itself, but its terms and footer did not load for our checker. We therefore could not confirm which legal entity runs Mostbet today or which licence it relies on.
Brand pages and affiliate sites often say Mostbet holds a Curaçao licence. Curaçao has changed its licensing system: since 2023 all licences are issued directly by the Curaçao Gaming Authority (CGA) and listed in its public register. If a Mostbet site shows a company name and licence number, look it up in the CGA register and check the status column. Several companies in the September 2026 register are listed with an expired term and the status “Assessment in progress”.
What we could verify is where Mostbet is not licensed:
- Brazil: Mostbet does not appear in the Ministry of Finance’s list of authorised betting operators (updated 24 September 2026).
- Portugal: Mostbet is not among the online operators licensed by the regulator SRIJ.
- Mexico: the federal gaming register lists a Mostbet Mexican domain as closed (“Cerrado por Permisionario”) under the permit it had been linked to.
None of this concerns Pakistan directly, but it shows that the brand operates widely without local licences.
The law in Pakistan
Gambling in Pakistan is governed mainly by the Prevention of Gambling Act, 1977, which replaced earlier provincial ordinances. The Act makes it an offence to run a gaming house and to gamble in one, as well as to gamble in public places. Penalties include fines and imprisonment, with higher penalties for repeat offenders. The only exception is tourist complexes that provincial governments may permit for foreigners only. Islamic principles also inform public policy against gambling.
Pakistan has no regulator that issues licences for online sports betting or online casinos, and no official list of licensed online operators. The Pakistan Telecommunication Authority (PTA) can block websites it considers unlawful, and betting sites and apps are regularly targeted. Federal agencies and the police investigate cyber-crime and financial fraud linked to online betting.
Promotional pages sometimes describe Mostbet as “legal in Pakistan” because it accepts rupees or offers local payment methods. Local payment options and a Pakistan-specific domain say nothing about legality. They show only that the brand is targeting Pakistani players.
The 1977 Act was written for physical gaming houses. We could not verify from official sources how Pakistani courts apply its player offences to online betting, so we do not state specific penalties for online players.
What this means for players
- No Pakistani protection: if Mostbet refuses a withdrawal or closes your account, no Pakistani authority can resolve the dispute.
- Payment risk: deposits through agents, mobile wallets or transfers to personal accounts can be blocked or frozen, and agent schemes are a common route for fraud.
- Legal exposure: gambling is prohibited in Pakistan, and using an offshore site does not make it lawful.
- Personal data: your CNIC and financial details go to a company outside Pakistan’s jurisdiction, whose identity we could not confirm.
How to check any gambling site yourself
- Find the operating company and licence number in the footer or terms. If there is none, treat that as a serious warning sign.
- Check the licence with the issuing regulator. For Curaçao, use the CGA register at cga.cw and read the expiry date and status.
- Remember that in Pakistan no online betting or casino site can be lawfully offered, whatever foreign licence it shows.
- Be wary of agents on messaging apps, APK downloads from outside official stores and requests to send money to personal accounts.
Licensed alternatives
Pakistan has no lawful online betting market and no official list of licensed operators, so we do not recommend any alternative site.

How we checked
This is desk research carried out in September 2026. We tried to read Mostbet’s own site, and we checked the CGA online licence register dated 21 September 2026, Brazil’s list of authorised betting operators, Portugal’s SRIJ list, Mexico’s federal gaming register and public summaries of Pakistan’s gambling law. Mostbet’s footer and terms did not load for us, so the operator and licence remain unconfirmed.
