Quick answer
22bet has no local licence in Australia, Canada or Ireland. It relies on an offshore Curaçao authorisation. In Australia, offering online casino games to residents is prohibited, and sports betting is reserved for Australian-licensed bookmakers. In Canada, 22bet is unlicensed in Ontario and Alberta; elsewhere in Canada it sits in a legal grey area. In Ireland it is not a licensed bookmaker, and no online casino licences exist yet.
| Country | Local licence? | Status | Regulator |
|---|---|---|---|
| Australia | No | Not permitted (casino banned; betting needs an Australian licence) | ACMA / state and territory regulators |
| Canada – Ontario, Alberta | No | Not permitted (open licensed markets) | AGCO / iGaming Ontario; Alberta regulator |
| Canada – other provinces | No | Grey area (provincial monopolies; offshore sites tolerated in practice) | Provincial lottery corporations |
| Ireland – betting | No | Not permitted (licence required) | Revenue / GRAI |
| Ireland – casino | No | Grey area (no licences issued yet) | GRAI |
Who operates 22bet and which licence it holds
According to the terms published on 22bet’s site and several independent reviews, the brand is operated by TechSolutions Group N.V., a company registered in Curaçao (company number reported as 144920). Payments are handled by TechSolutions (CY) Group Limited, registered in Cyprus under HE 377018, which acts as billing agent.
For years 22bet operated under the Curaçao master licence 8048/JAZ (Antillephone). Since Curaçao reformed its system, the operator cites reference OGL/2024/590/0758 with the Curaçao Gaming Authority (CGA). The operator’s site has described this as an application in progress under a certificate of operation, while third-party reviews report that the certificate was granted on 14 April 2025. We tried to check the CGA’s public registry (July 2026 PDF), but we could not search the document, so we could not independently confirm the current status of this entry.
Either way, a Curaçao licence only authorises activity under Curaçao law. It does not replace a licence in the player’s own country.
How to check it: open the licence seal in the site footer. It should lead to a page on the regulator’s own domain (for Curaçao, cga.cw). Then compare the company name and domain with the regulator’s register.
The law in Australia, Canada and Ireland
Australia
Under the Interactive Gambling Act 2001, no one may offer online casino games, online poker or in-play online betting to people in Australia. Online sports and race betting is only lawful through bookmakers licensed by an Australian state or territory. The Australian Communications and Media Authority (ACMA) enforces the Act and has ISPs block illegal offshore sites. 22bet holds no Australian licence. We could not access ACMA’s blocked-sites list during our check, so we cannot say whether a 22bet domain is currently on it. The Act’s offences target operators and advertisers, not players.
Canada
Under the Criminal Code, gambling is reserved to the provinces. Ontario has an open, licensed iGaming market run by iGaming Ontario and the AGCO. Alberta launched its own licensed market on 13 July 2026. 22bet is not on the Ontario list of regulated operators, and advertising unlicensed sites is prohibited in both provinces. In the other provinces, only the provincial lottery corporation’s platforms are formally authorised. Offshore sites like 22bet are widely available and players are rarely, if ever, prosecuted. That is a grey area, not an authorisation.
Ireland
Online betting needs an Irish licence. The remote bookmaker licences issued by Revenue are moving to the Gambling Regulatory Authority of Ireland (GRAI), which began issuing betting licences on 1 July 2026. We checked Revenue’s register of licensed remote bookmakers: neither 22bet nor TechSolutions appears on it. For online casino games, no Irish licence can be obtained yet, because the GRAI’s gaming licensing phase is not expected before 2027. That makes offshore casino play a grey area rather than a licensed activity. The Gambling Regulation Act 2024 is being brought into force in stages, so the risk for unlicensed operators is growing.
What this means for players
- No local complaints route. Australian, Canadian and Irish regulators cannot handle a dispute with an unlicensed operator. Your only recourse is the operator itself or the Curaçao authority.
- No national self-exclusion. Australia’s BetStop register and Ontario’s self-exclusion schemes do not cover offshore sites.
- Payment and withdrawal risk. Banks may decline gambling payments to unlicensed merchants, and accounts can be closed or winnings held if the operator decides you are playing from a restricted country.
- Weaker safeguards. Local rules on deposit limits, advertising and identity checks do not apply.
How to check any gambling site yourself
- Find the operator’s company name and licence number in the site footer or terms.
- Australia: check the ACMA register of licensed interactive wagering services at acma.gov.au.
- Ontario: check the list at igamingontario.ca.
- Ireland: check the Revenue register of remote bookmakers and grai.ie.
- If the brand is missing from your country’s register, treat it as unlicensed where you live.

How we checked
This article is based on desk research carried out in September 2026. We read the operator’s published terms (via search results), independent reviews and the Curaçao Gaming Authority registry. We also checked Revenue’s remote bookmaker register, the iGaming Ontario operator list and GRAI announcements. We could not access ACMA’s site from our test location. We did not register an account or deposit money.
